Can I tie leave and time off requests to an employee's assigned timesheet approval process?

In the latest version of Timesheet, you can opt to have all of an employee's time off requests routed to his assigned timesheet approver. In order to use this setting, you must have the employee assigned to a Time Approval Plan and both the employee and one of the designated approvers must have email addresses configured in the system. To enable this feature, go to Configuration->System Settings->Leave Requests and select the "Show only designated time approvers in user leave request notification lists" setting.

What is the standard process for changing an employee's timesheet reporting period (i.e., from weekly to bi-monthly)?

In the latest version of Timesheet, you can switch from one time reporting period to another without manually creating a "bridge period" to join the two periods. For example, you can switch an employee from a weekly period that ends on Saturday to a bi-monthly period that start on Tuesday, and Timesheet will automatically create the one-time 2 day bridge period needed to cover the Sunday and Monday during the transition. Simply follow the standard process for assigning new periods to employees under Configuration->Periods, and a green status message will confirm successful creation of the automatic bridge period.
